Speaker Has No Power to Amend Constitution Without Two Thirds Majority – APC Leader Abdul Kargbo

August 18, 2026News

APC Parliamentary Leader Abdul Kargbo has argued that the Speaker of Sierra Leone’s Parliament does not have the constitutional authority to amend the country’s Constitution without the required two-thirds majority of MPs.

Kargbo said any attempt to amend the Constitution without following the required procedure would be invalid, stressing that a simple majority is not enough for constitutional amendments.

He maintained that the authority to approve constitutional amendments lies with Parliament acting according to the constitutional requirements, rather than with the Speaker acting independently.
